Emotional and Behavioral DisordersIndividuals with Disabilities Education Act (IDEA) defines emotional disturbance as a condition exhibiting one or more of the following characteristics over a long period of time and to a marked degree that affects a child's education performance. One of the characteristics is inability to learn that can't be explained by intellectual, sensory, or health factors. The second is the inability to build or maintain satisfactory interpersonal relationships with peers and teachers. The third would be inappropiate types of behavior or feelings under normal circumstances. The last one would be a general pervasive mood of unhappiness or depression.
